Since the Holy Spirit resides within, we have the desire to love and obey Him with our whole heart.  This is one of the keys because we have free wills which dictate our future. 

What are we going to do?  Are we going to go with God or are we going to go with our own desires?  He's not taking our free wills away from us.  But He is saying, "If you are going to be My covenant people, you have to yield your wills to Me.." 

It's our choice.  Hopefully, we'll all choose rightly.
